Question for Febco Backflow Prevention Devices Pty Ltd

Plumber has cut new poly services - 40mm dia potable water & 40mm dia fire water (FHRs) just past each water meter to install 25mm dia backflow prevention device.
Beleive this is not only poor practice but not compliant.
Appreciate your comments.
